To make the filling, heat a large skillet over medium-high heat. Add the beef and brown it while breaking it up with a spoon until no pink remains. Drain fat.
Add the taco seasoning, water, rice, and salsa. Stir well to combine and bring to a boil. Turn off the heat, cover, and let rest 5 minutes.
Meanwhile, prepare the toppings.
To make the burritos, warm the tortillas in the microwave for 15 to 20 seconds or until soft.
Divide the filling over the burritos and top as desired.
Fold in the sides of the tortillas and roll into a burrito.
