In a large 12-inch skillet, brown the ground beef over medium-high heat until no pink remains. Drain any fat.
Reduce heat to medium. Add the cabbage to the beef and cook, stirring until tender, about 7 minutes.
In a 9x13 inch baking dish, combine the cooked beef and cabbage, marinara sauce, broth, instant rice, onion powder, garlic powder, salt, pepper, and thyme.
Cover tightly with foil and bake for 30-35 minutes or until rice is tender. Rest 5 minutes before serving.
