whole milk
add an additional ¼ cup for a thinner gravy

Instructions
In a 10-inch skillet melt the butter. Stir in flour and black pepper. Cook over medium heat for 2 minutes while whisking.
Gradually add the milk, whisking after each addition until smooth.
Stir in the salt and simmer until thickened, about 4 minutes.
Serve warm over chicken or biscuits.
Notes
For additional flavor, add 1 chicken bouillon cube before simmering.
